App Corner Rounding & Panel Rounding/Scaling Not working in the newest version of linux mint

When installing the theme with the included file the themes generated do not have the css to edit the shape of panels or window bottom corners, I could be doing something wrong but I am not sure.

A generated cinnamon.css file (.txt in github due to upload restrictions), there is no compact in the name of the theme
