alpha testing of distributed app API

• tested cim_graph for distributed network model
• create distributed agents per the requirement of the DEC application
• utilized pub/sub messaging between area agents for ADMM
• distributed agents utilize send_control_command to pass difference messages for addressable equipment (PV)

Alpha Release

This release contains a prototype implementation of the distributed energy coordinator application for over-voltage mitigation in power distribution systems. Please see readme for further information.
