Summary

Change the menu bar in guides to align left to line up with the header and minimize horizontal scrolling.
This is only covers the menubar links. See note about the Digital.gov graphic which is displayed when scrolling past the fold.

Solution

Changes the menubar to left justify and adds left padding to align the first menu item with the guide header.
Add's the grid-container classes to be consistent with the header and content sections.

How To Test

  1. Visit a guide page on a desktop screen and confirm menu bar is left-aligned.
  2. Scroll page to make menu bar sticks to the top and links are still left justified.
