**OUTSTANDING ISSUE**: Can we in INSPIRE have datasets where different licences would apply for different parts of a dataset? In other words, should the requirement enforce either subrecommendation A or B to be followed, and not just B?

**TEST**
1. Issue an HTTP GET request to `{root}/collections`.
2. Validate that at least one of the links returned in the response has `rel` link parameter `license`.
3. For each of the links returned in the response having a `rel` link parameter equal to `license`, issue an HTTP GET request to the path given in the `href` link parameter of that link.
4. For each of the responses, validate that the HTTP status code is 200.
