LTC to OSC + Touch Designer v2

updated both the template and the max device alongside @vlams1

You can now load video files by dragging them into the max device within live.
Loading new projects or playing back audio through the device will trigger the TouchDesigner template to load the video file chosen in the device.
you now no longer need to navigate the touch designer template to change video files when switching between projects.

The new template version requires TouchDesigner 2022.24200 or higher.
