Closed alpha release 🎉

This is the first release of the new octopus publishing platform that people outside of the development team will get to play around with.

This release is the work of @AshleyRedmanJisc @CarlyRich @lharre @nathan-at-jisc @shaunajisc over the past 8 weeks.
