Plot postprocessed ice concentration increment

Description

Add plots to offline vrfy to output postprocessed (aka what get added to CICE restart) sea ice increment.

Since it's offline vrfy, no tests would cover it currently.

I've opened NOAA-EMC/global-workflow#3235.

The dependencies are:

• Add option for outputting post-processed soca ice increment jcb-gdas#64 generates the postprocessed increment files
• Copy post-processed sea ice increment for diagnostics global-workflow#3235 requires the above, and copies the postprocessed increment files during the marineanlfinal task
• this PR requires both of the above, and plots the copied files in the offline vrfy.

I am not sure what this means in terms of what should be merged in what order, happy for someone else to decide 😆 !
