Minor changes to get branch ready for retros:

  1. Update configure files for retro runs to run 84-h forecast.
  2. Change default compile option to build module with enabled parallel start.
  3. Add model namelist option: sigmab_coldstart

TESTS CONDUCTED:

Tested with winter retro v1.0.3 on Dogwood
