Following our tutorial, this adds documentation describing how to actually install ufs2arco and get set up to run the documentation jupyter notebooks. Also, it adds a workflow so that new releases of the package will be automatically published to pypi.

@frolovsa this PR should be ready whenever you get a chance to look at it. It adds the documentation that people needed in order to run the jupyter notebooks today. It also will make the package easier to install, and adds a few other fairly standard docs about adding issues or contributing, but should be fairly straightforward.
