Update readme with more info and consistent markdown syntax for headings and lists

• Readme contained old info, like links to documentation before this module was renamed to PSResourceGet.
• Added some new information, like the fact that the module is not really named PSResourceGet, but Microsoft.PowerShell.PSResourceGet.
• Markdownlint (https://marketplace.visualstudio.com/items?itemName=DavidAnson.vscode-markdownlint) helped with markdown best practices in regards to syntax (headings, lists etc.)
