This PR adds a workflow to allow GitHub Actions to deploy their proposal without the need for Travis CI. This is a preferable option for many, since GitHub Actions are free and Travis CI is relatively expensive.
This .yml file is included in the root directory and is disabled by default. If users want to use GitHub Actions, they just need to move
github_action_deployment.ymlto a folder.github/workflows. An updated description is included in the README file.
