Add Yuri Dubler (@lm-ydubler) to the Contributors

I'd like to highlight Yuri Dubler (@lm-ydubler) Contribution activity to the StackStorm project.

Initially, he came with a mission to submit a new StackStorm-Exchange integration pack for LogicMonitor. But because we were in the middle of StackStorm-Exchange refactoring where we were unable to accept new packs, he got involved in a massive work and assisted @cognifloyd in migrating the entire StackStorm-Exchange CI/CD from CircleCI to Github Actions (project plan: [RFC] Use Github Actions for StackStorm-Exchange CI and Maintenance #63 ):

• Changes to GHA Update-Index Workflow StackStorm-Exchange/ci#118
• Updates to ci/gha StackStorm-Exchange/ci#117
• Updates to Tag Release Workflow StackStorm-Exchange/ci#120
• Changes to Rebuild Index Step StackStorm-Exchange/ci#119
• Add 'pip list' to show versions step StackStorm-Exchange/ci#128

These are massive PRs that improved the StackStorm-Exchange model like how the packs are built, released, and deployed in the Exchange, fixing some old maintenance pain points, and improving the Exchange security overall.

he was active in the community as a good communicator, creating discussions, and reporting issues:
