Handle error on source split in BigQueryStorageStreamSource

This is usually a harmless Exception, however, failed splitAtFraction in combination with other internal bug caused issue on legacy Dataflow worker (internal tracker: 359214843)

This change includes two action item for it

• promote the warning log to error log, align with what runner v2 doing

• Suppress the Exception in known common source (e.g. BigQuery read) when it is safe to do
