The goal of this PR is to adopt some of the docker best practices as described in:
Each change this PR makes should be justified by a specific best practice. The PR should include specific information about the differences between the resulting container image and the original image. (for example it is currently 40% smaller than the original)
This PR should also reference existing issues it closes -- currently it closes upstream 1, upstream 4.
