More work towards #71

Start of deployment for Win / mac
Deploy a zip for windows and dmg for mac
Check a few path for translations
Change build to not "fast fail" if on of the matrix job fails.
Build a "Release" build on CI
Use System settings unless a settings.ini is with the exe
