🚸 Alternative workflow for running Python tests individually #52

This PR adds an alternative to the existing Python testing workflow. Instead of combining minimums and regular test sessions on all Python versions into one job per platform, the new workflow maximally distributes the individual runs.

Thanks for kicking this off.
I reworked the PR so that it can actually be used in conjunction with the other reusable workflows.
I also tested the workflow in cda-tum/mqt-core#778 before merging here.
