Updating protocol to match new InterUSS procol changes.
As of PR#1118 (interuss/dss#1118), DSS implementation is not following official ASTM implementation.
Some of the changes were included into our interface, since they are minor bugfixes and readability improvements.
But one change in specific (interuss/astm-utm-protocol#3) was not imported, since it adds a new feature that we currently do not wish to add, as is NOT part of ASTM F3548-21 spec.
