Tycho is updated to a new version, dependabot can suggest such updates automatically.

Although I appreciate the automation, I'm not going to add this dependency on the dependabot tooling/process until there is some way for me to maintain the use of the dependabot tooling/process/debugging across the entire ECF codebase and clarity on the future organizational disposition of the ECF project.

I'm not completely sure what needs to be managed or depends on her but a lot of Eclipse Project using it without issues (including platform).

I do know what needs to be managed, and it includes lots of components (e.g. Remote Services/RSA implementation most prominently) that aren't connected to the platform/IDE or even Eclipse Foundation. Given that I don't currently have the resources to deal with likely dependency/version issues/releng, nor the resources to contribute to the testing/debugging of dependabot wrt ECF components, I'm not inclined to use it yet.

ECF has multiple consumers and components...a minor one of which is the IDE (filetransfer).
