Add various DSMR specification documents

It seems the links I had previously were broken. I've added an updated
link but could no longer find the v3.0 specs online. To prevent newer
version from getting lost, I added the currently available documents
(plus some older ones I had or found) to this repository.

I am not exactly sure under which license these documents are made
available (if any), so I might be violating copyright here. Since this
is intended be public information AFAICS, I am not going to worry about
that.
