00100 Roadmap for new version

Phase 1

I plan to start with "Hello World" templates to work on getting the packaging and testing infrastructure working.'

Phase 2

Work on Ratflector setup and packaging for Linux.

Linux distros will generally want separate packages for the Ratflector code and common code shared with other d-rats components.

Phase 3

Start on basic text messaging code

Phase 4

Add file and forms management code.

Phase 5

Start working on mail transfer, winlink, and mapping code.
