HL7.ch FHIR IG Balloting

HL7 Switzerland has defined a process how to ballot specifications (german).

This document defines the rules how a FHIR Implementation Guide can be balloted through the HL7 Switzerland process.

1. FHIR Implementation Guide

  1. The FHIR Implementation Guide has to have an Open Source license defined and have to follow the HL7 FHIR Publishing Requirmements.
  2. You can use the template to start your own IG from here.
  3. The FHIR Implementation Guide has to based on R4 or later.
  4. Follow the guidelines for Swiss IG development.

2. FHIR Implementation Guide proposal for balloting under HL7 Switzerland governance

If you want to ballot the Implementation Guide for a STU/Normative ballot according to rules of HL7 Switzerland you need to create a proposal for the HL7 Switzerland board which contains the following parts:

  1. A responsible contact, organization responsible for the FHIR Implementation Guide. This can also be a HL7 Switzerland workgroup. If it is not a HL7 Switzerland workgroup the person/organization needs to be member of HL7 Switzerland.
  2. Illustrating the need for the Implementation Guide, the problems it solves and potential implementers who will test the FHIR Implementation Guide at a Projectathon.
  3. The responsible person needs to have the resources to organize the ballot reconciliation process during the ballot.
  4. If the HL7 Switzerland board agrees to the proposal the FHIR Implementation Guide will be listed on fhir.ch under Implementation Guides under the Governance of H7 Switzerland.

3. HL7 Switzerland ballots

The HL7 Technical Committee defines at least yearly a ballot cycle with a timeline. The ballot times will be set that a testing event for interested participants is available.
The responsible contacts can apply for such a ballot and need to prepare a release version for the specific date. The HL7 Technical Manager will publish the balloted version on fhir.ch. See readme.md for details.
After the votes end ballot reconciliation will take part, the HL7 Technical Committee schedules weekly calls to address issues, however it is up to the responsible contact to try to resolve negative comments.
After the ballot reconciliation process is through and the ballot is successful an official version will be published on fhir.ch.
