This PR adds instructions to migrate Kubernetes from 1.24 to 1.28.
Default version is switched to 1.28 in examples and for CI deployment workflow.
Documented migrations have been run on Google Cloud and AWS for the helm charts service deployment.
This addresses #968 for helm based service deployments.
