new public service: add VBR

VBR is a visitor-badge compatible service that has some cool features that some users may find useful!

More importantly, **VBR is hosted 24/7 and does NOT sleep**. It also has some caching features which reduces the time for a badge to be generated as it would not have to get the count directly from CountAPI at every request.
