installed ruff applied ruff lint and format removed useless packages: black, isort, flake8 updated noxfile.py to use ruff for linting removed setup.cfg
Drop support for Python 3.7

For Python 3.8, we must import Annotated from typing_extensions
This test does not work on Pypy for now.
replaced black with ruff
