- remove staging annotations (*New) - refine config form - move request resolution into request manager
- add *YearSearch, EmptyList, HearingYearList plugins - change ResponseUpdate to abstract - move id() builders to more appropriate locations - remove redundant Plugin\OpenlegImporter::importYear() - move normalizeName() to and implement in RequestPluginBase
- Refactor ImporterBase - Refactor OpenlegImport drush class - clean up API config form - change default log level to notice - establish nys_openleg_api library - implement slack alerts for process lock violations - rebase back to main
