We should target for support >=3.8 and make it work with 3.10 at least.

Add flask-shell-ipython deps in develop.in in this PR since latest version requires python >= 3.8.

Taking care of #2820 at the same time.

• read changelogs for any unexpected breaking changes in deps upgrade
• update docker used in CI to our target version
• check issue with pkg_resources.UnknownExtra for kombu[redis] with python3.8 in

  udata/udata/entrypoints.py
