Replace #2859

Fix datagouv/data.gouv.fr#1079
Fix datagouv/data.gouv.fr#1062

We should target for support >=3.8 and make it work with 3.10 at least.

Add flask-shell-ipython deps in develop.in in this PR since latest version requires python >= 3.8.

Taking care of #2820 at the same time.

Could you remove the pip install (--force-reinstall) setuptools==66.1.1 in all plugins since you're there? 🙏
