Added API to retrieve institution by filters:

• productId - required
• taxCode
• origin
• originId
• subunitCode

Motivation and Context

In the new addition administration flow, from dashboard section, it's ncessary to retrieve institution information from existing onboardings.

I have deployed the feature branch in dev and tested the specific API
