Summary: Latest PyTorch version no longer supports Python 3.7, so we bump it up in all GitHub workflows. See https://fb.workplace.com/groups/496762032344205/permalink/712209480799458/. PyTorch is bumped up to 2.0.0 because of DTensor. The broken cpu/gpu tests are patched by D50707779. Differential Revision: D50850008
