Added ARPA Piemonte repository, with some geological gemorphological symbol

Thank you for this PR! Please note that the previews are meant to show maps or general overviews of the content of a resource collection, e.g. https://github.com/GISsymbology/QGIS-Resources/blob/f59e339990c087788622bc62b04aea757319348a/collections/road_signs/preview/preview.png and not each symbol separately. Please fix that and let me know.

Please also note that the collection names should stand for themselves and help users find collections they are interested in. Collection names like "FDGC" are not self-explanatory and users will have a hard time finding useful collections if they just see a list of random abbreviations.
