Fix Quarkus platform BOM version info collection for analytics

There are two changes in this PR:

• fixes platform BOM info collection (the first PR);
• makes the analytics services report the Quarkus platform version as N/A when no platform BOMs were detected (which would typically result in a build failure) and CUSTOM when platform BOMs were detected but the quarkus-bom is not among them.
