Update to version 2. This will break the build of gnupg 2.0.4 that is still using old libassuan 1.
This PR is not to be accepted immediately, before a libassuan-legacy repository would be created. It helps though to test the migration to gnupg 2.3.3.
@Thaodan and @pvuorela how do you think we should proceed here ?
