Minor improvements to the Issues and PR templates. Issues: - Use the new issue `type` instead of labels for the type of isse (bug, feature) - Use markdown level 3 titles instead of bold for the sections of the body (like we already did in the PR template) - Improve wording PRs: - Improve wording and formatting
