reduce territory price with prorated refund for actives #1761

This reduces monthly and yearly territory prices by half. It also refunds active territory owners for what they "overpaid" for what remains of their billing period.

QA: 8. I ran the CTE in prod to verify it produces the right values. Locally, I created a new territory with monthly billing, upgraded to yearly, and manually made it enter into grace period - verifying new prices are used. I also manually made the territory 6 months into a yearly billing cycle with a billingCost = 1m then ran the migration, verifying I received a refund of ~250k sats.
