Fix legacy *.lib files not obeying CMAKE_INSTALL_LIBDIR variable.

Description

This simple fix replaces hard-coded "lib" literals on legacy .lib file installations. Similarly, it also changes the destination of .dbg file (when debug information is separated from the .so).
