Merge the SP6 change also to the special QR branch #119

Problem

The SP6 contains this change which is missing in the SP6 QR branch
The QR branch contains an additional change which disables the self-update on the QR media and needs to be manually synchronized with the SP6 branch and submitted manually. (It submits to a special SP6 QR project, not to the usual SP6 OBS maintenance project.)

Create a pull request template for this repository with a note about the QR branches so we do not forget updating the QR branch in the future

Modify the security policy proposal order and add security one

Merge SLE-15-SP5 into SLE-15-SP6

Fix the date in the changes file
