A relic from previous SCS games. According to their wiki, it's "[c]urrently unused. It defined object that could be placed on map and be swung by player truck e.g. swing doors."
As of 1.47, this item has finally been removed from the drop-down menu in the editor. Previously, it was possible to add Hinge items to the map, but attempting to open their property dialog would cause the editor to crash.
